Igor Maltsev, the chief of RSC Energia, a cornerstone of Russian Space Exploration located near Moscow, articulated a critical situation marked by substantial financial burdens and operational inefficiencies. He specifically noted “multi-million dollar debts” and “interest on loans that ‘eat up’ the budget,” alongside numerous processes deemed ineffective.
