The legal community of Guam is celebrating a significant milestone as Retired Magistrate Judge Joaquin Manibusan Jr. has been named the distinguished recipient of the 2025 Cristobal C. Dueñas Excellence Award, an honor that recognizes decades of unparalleled dedication and judicial service.

This prestigious accolade, presented annually, celebrates individuals within the Guam Judiciary and broader legal sphere who exemplify outstanding service and profound community leadership within the District of Guam and the U.S. Court of Appeals for the Ninth Circuit, embodying the highest standards of legal excellence.

District Court Chief Judge Frances M. Tydingco-Gatewood lauded Judge Manibusan as an ‘exemplary federal jurist,’ highlighting his exceptional contributions to the bench, the Guam Bar Association, and the wider legal community, consistently promoting professionalism and civility throughout his extensive career.

The formal presentation of the Cristobal C. Dueñas Excellence Award is set to be a focal point of the 2025 Annual District Court of Guam Conference, coinciding with the court’s 75th-anniversary celebration on September 22, promising a memorable event honoring his remarkable career.

A foundation of academic rigor underpinned Judge Manibusan’s path to legal excellence, having earned his bachelor’s degree in 1971 and later his Juris Doctorate in 1974 from the esteemed University of California, Berkeley, Boalt Hall School of Law. His admission to the State Bar of California in 1974, the Guam Bar in 1975, and the U.S. Court of Appeals for the Ninth Circuit in 1988 marked the beginning of a distinguished career.

His career commenced as an assistant attorney general for the Government of Guam’s Civil Division in 1975, quickly progressing to an extensive judicial service record. This included significant roles as a judge of the Superior Court of Guam (1995-2004), a designated judge for the District Court of Guam during the same period, a designated justice for the Supreme Court of Guam (1999), and even a pro tem judge for the Commonwealth of the Northern Mariana Islands (1999-2003).

In a landmark appointment, Judge Manibusan became the first U.S. magistrate judge for the District of Guam on February 9, 2004. He served two commendable eight-year terms, concluding his tenure in February 2020, during which he also contributed significantly as a member of the Magistrate Judge’s Executive Board Committee of the Court of Appeals for the Ninth Circuit, further cementing his legal excellence within the Guam Judiciary.
