The investigation into the Torrance Police Department was initiated after the Los Angeles County District Attorney’s Office in 2021 filed felony charges against two former Torrance police officers. These charges stemmed from allegations that the officers spray-painted a swastika on an impounded vehicle in 2020, prompting the then-Torrance Police Chief Jeremiah “Jay” Hart to seek assistance from the state Department of Justice.
