Two U.S. Representatives recently faced an unprecedented denial of entry to the Moshannon Valley Processing Center, a significant immigration detention center in Pennsylvania. This refusal, impacting both Rep. Mary Gay Scanlon and Rep. Summer Lee, has ignited a fierce debate over transparency and government accountability within the nation’s immigration system, especially concerning the conditions inside privately operated centers.

Rep. Mary Gay Scanlon, a Democrat from Pennsylvania’s 5th District, reported being explicitly blocked from conducting an unannounced congressional oversight visit to the Clearfield County facility. Despite a clear provision in a 2024 federal appropriations bill granting members of Congress such legislative authority, U.S. Immigration and Customs Enforcement (ICE) officials cited direct orders from the Secretary of Homeland Security as their reason for denying her access, demonstrating a concerning disregard for legislative authority.

Similarly, earlier in the week, Rep. Summer Lee, representing Pennsylvania’s 12th District, encountered the same obstruction at Moshannon Valley. Lee strongly condemned the denial, framing it as an example of executive overreach.

Concerns surrounding the Moshannon Valley Processing Center are not new; civil rights advocates last year filed a high-profile complaint detailing alleged human rights abuses. Reports from constituents, as well as a comprehensive report by legal aid groups, describe dire conditions including inadequate medical and mental health care, physical and psychological abuse, and even retaliation against those who speak out against mistreatment.

The Moshannon Valley facility, currently housing between 1,200 and 1,700 individuals, is a former federal prison operated by the GEO Group, a private prison contractor. Its arrangement with Clearfield County allows it to circumvent a Biden-era ban on for-profit prisons, raising questions about the ethics and oversight of such agreements and the potential for prioritizing profit over humane treatment within immigration detention.
